The black wire cages are to protect various plants. Note that they've managed to rip some of those cages up. And they don't seem particularly alarmed that I'm taking pictures of them.

I think you need to make a dummy to scare them. One with remote control so you can just push a button and it will jump at them and scare them away.
Or start saving money for some new plants and a deer fence....
